“On September 29, 2022, our criminal investigation division assisted by the Georgia Department of Agriculture executed a search warrant in the 11000 block of Highway 100, Hogansville, Ga. regarding an investigation related to animal cruelty. The search warrant execution resulted in the seizure of 13 horses of various breeds, age and size that were in a severely malnourished state and in very poor health. The health and condition of these horses was corroborated through a licensed veterinarian medicine service provider. These horses were seized and placed in the care of a Georgia Equine Rescue Organization that is part of the GDA for these horses to receive proper medical care and nourishment during this investigation. Through the course of the investigation our investigators identified and obtained arrest warrants for the alleged offender related to the animal cruelty case. On October 18, 2022, Alyssa Monika Evans, B/F, 23 years of age, of Hogansville, Ga. turned herself into our personnel at the Meriwether County Sheriff’s Office. Evans was booked into the Meriwether County Jail for the Offense of Aggravated Cruelty to Animals. Alyssa Evans posted a bond in the amount of $7,500.00. This case is under further investigation with additional charges pending.”

“On May 18, 2022, the Meriwether County Sheriff’s Office along with Meriwether County EMS responded to the 1000 block of River Road, Warm Springs, Ga. regarding a reported unresponsive 2-month-old child. The child was transported by EMS to an area hospital and was pronounced deceased. Our criminal investigation division responded to the scene in accordance with this death investigation. Our investigators learned that the Department of Family and Children Services held an open case in this matter. The child was sent to the GBI Crime Lab for an autopsy related to cause of death. Once the crime lab results were received from the GBI it revealed that the child was positive for illegal narcotics. Our investigators obtained arrest warrants for the mother and caretaker of the infant. The warrants were issued for the arrest of Kathryn Nicole Spiegel, W/F, 34 years of age, of Warm Springs, Ga., for the offenses of Cruelty to Children in the Second Degree and Murder in the Second Degree. On October 19, 2022, our personnel were able to locate Spiegel operating a red in color Pontiac on Charlie Hatchett Road at its intersection with Raleigh Road in which a traffic stop was conducted. Upon her arrest Spiegel was found to be in possession of approximately 17 grams of Methamphetamine on her person. A passenger in the vehicle identified as Ricky Marshawn Williams, B/M, 41 years of age of Warm Springs, Ga., was wanted out of the Spaulding County Sheriff’s Office. Williams was taken into custody related to the outstanding warrant for his arrest and turned over to Spaulding County Authorities. 

Spiegel had an additional charge of V.G.C.S.A. Possession of Methamphetamine with Intent to Distribute placed against her. Kathryn Nicole Spiegel was transported to the Meriwether County Jail and was charged as stated. She is currently being held without bond.” Sheriff Chuck Smith said.
